President Cindy Cunningham called the meeting to order at 1:10 p.m.
Members of the board introduced themselves.

Approval of the minutes of the February 8, 2001 Board Meeting: Karen Highum.
The minutes were approved as distributed.

Treasurer's Report: Kim Hixson

Kim reported that WLA is in good shape financially, with $410,000 in the accounts. For the past year there has been: revenue of $161,000, expenses of $107,000, and currently outstanding bills of $1,000.

OLD BUSINESS

Correspondence: Cindy Cunningham

Cindy reported that Judith Krug from the Freedom to Read Foundation sent a thank you letter for the $1,000 donation to help fight mandating filters and Susan Roman from the American Library Association sent a thank you letter for the same $1,000 donation, which help challenge CIPA.

Conference Coordinator 2003/Yakima: Cindy Cunningham

Cindy reported that Lynne Zeiher and Kristy Coomes have agreed to be co-chairs for the 2003 Conference in Yakima.

MOTION: Move to approve the nominations of Lynne Zeiher and Kristy Coomes as co-chairs of the 2003 Conference.

Elections Committee Report: Gail Willis

Gail announced the results of the election: Vice President/Pres. Elect, John Sheller; Treasurer, Monica Weyhe; Coordinator of Strategic Planning, Laura Boyes; PNLA Representative, Kay Vyhnanek

Final Report Library Legislative Day 2001: Jan Ames and Marilyn Sheck

Jan Ames and Marilyn Sheck distributed the Library Legislative Day 2001 Final Report. Library Legislative Day was held February 7, 2001 at the Ramada Inn Governor House in Olympia. The program featured speakers Nancy Zussy with an update on State Library news and statewide database licensing, Bill Ptacek discussing legislative issues, and a legislative update from Steve Duncan. Prior to the program, delegates enjoyed a continental breakfast and/or a meeting of the Grassroots! Interest Group. After the program, there was a buffet lunch, and participants trekked up to the capitol campus to visit their legislators. The fortune cookies were delivered to the legislators in the afternoon instead of the morning. 139 people attended the event. Jan and Marilyn investigated the facilities for next year. The Ramada Inn can handle about 150 participants and is close to capitol campus. Other facilities (WestCoast Olympia, Olympia Community Center, Phoenix Inn, Best Western Aladdin, St. Martin's College Conference Center) all have space and/or transportation problems. They recommended using the Ramada Inn again next year.

MOTION: Move that Library Advocacy Day be held on January 30, 2002 at the Ramada Governor House in Olympia.

MOTION: Move that the Legislative Day co-chairs change Library Legislative Day to February 6, 2002 if the motel is not available on January 30, 2002.

Recommendation of Membership Committee Regarding Corporate/Sustaining Memberships and Report on New Structure for Corporate Membership: Carol Gill Schuyler

Carol reported that the committee looked at how other library associations handle corporate memberships and made these recommendations:

James Phelps asked how the $50 discount on exhibit space would be handled when we have a joint conference. It was decided that it would come out of our half of the fee, not from conference money but from association money. It was also recommended that the Sustaining Membership category be retained, with a listing of benefits.
MOTION: Move that the attached recommendation of the Membership Committee be accepted and that the Membership Committee be empowered to revise the recommendations to address the issue of joint conferences and the formalization and addition of benefits for sustaining membership.

PLA Conference 2004 Committee: Cindy Cunningham

Cindy announced that because the 2004 PLA Conference will be held in Seattle February 24-28, 2004, WLA would hold a joint conference with PNLA in August 2004. It will be held in Washington, but the site has not been selected. The Public Relations Committee was asked to take on the task of planning a booth at the PLA Conference. Dolly Richendrfer will ask the committee members.

Financial Policy Review Task Force: Cindy Cunningham

Cindy distributed the report.

NEW BUSINESS

Conference 2001 report: Merri Hartse

Merri reported that the conference is looking like a success, with 434 people registered. The meals and special events have been filling up: over 200 for each banquet. 128 people signed up for the new membership meet and greet. 550 room nights were booked at the hotel. One pre-conference event was cancelled. The pre-conferences didn't have high numbers, but met the number required to hold them. She announced that there had been $11,000 in donations, the LCDs were donated by BOXLIGHT, and the T-1 line donated by XO Communications.

Appointment of Cindy Cunningham and Kim Hixson as agents of the Association through 7/31/01 to Facilitate Officer Transition

Cindy and Kim leave office at the end of the conference, but will be working with Carol and Monica to transfer authority, so WLA needs to appoint them as agents until 7/31/01. It was suggested that we should consider a by-laws change so this is done automatically.

MOTION: Move that the Washington Library Association appoint Cindy Cunningham and Kim Hixson as agents for the limited purpose of assisting incoming officers in a smooth transition.

WALE Conference: Camile Wilson

Camile announced that a speaker has been selected: Pat Wagner. There is a conference chair and flyers have been created. She requested $4,000 for seed money and $600 as scholarship money to send two people to the conference.

MOTION: Move that we approve $4,000 seed money for WALE.

MOTION: Move that we approve $600 scholarship for two people to attend the WALE Conference, from designated WALE revenue.

Announcement of Awards Winners 2001: Gail Willis for Kati Irons

Gail Willis announced that the award winners are Sharon Hammer and Ralph Huntzinger (WLA Emeritus Award), Carol Bell (WLA Merit Award for Advances in Library Services), Patty Duitman and Donna Jones (WALE Outstanding Employee Award), Dale Read, Jr. and Patience Rogge (WLFTA Trustee Awards), Friends of the Clinton Library and White Salmon Friends (WLFTA Trustee/Friend Awards). The President's Award was not announced at the meeting, but was announced later in the conference (Patty Duitman).

MOTION: Move that the Board accept the WLA 2000 award winners.

Officer Reports

WLFTA Chair: Patience Rogge reported that WLFTA held an election for new members of the steering committee. 17 out of 100 ballots were returned. Some steering members resigned, so the new chair will need to appoint replacements.

PNLA Representative: Mary Campbell announced that PNLA membership is down, but they hope that numbers go up this year. She introduced the new representative, Kay Vyhnanek. Both the incoming and the outgoing PNLA representatives will be going to the 2001 conference in Corvallis.

Link Editor: Cathy Brownell announced that the assistant Link editor will not be able to take over as editor, so Cathy volunteered to continue for another year. She will look for an assistant Link editor.

Literacy IG: Chris Smith reported that the IG is sponsoring a program at the conference and has tried to find more members, but hasn't had much luck.

Coordinator of Communications: Dolly Richendrfer reported that the PR Forum would be sponsoring two programs at the conference.

CAYAS Chair: Jacquelyn Keith reported that CAYAS sponsored two workshops recently and will sponsor another this fall.

IG Coordinator: Cheryl McCulloch suggested that the Board look at other ways to sponsor conference programs since three interest groups (LIT, MAST, and TSIG) might disband.

WALE Chair: Camile Wilson reported that three people are running for office. Membership in WALE is down, but that might be because there has been no newsletter.

ALKI Editor: Carolynne Myall announced that Cameron Johnson is the new assistant editor, Kathleen Ardrey is the new ALKI Committee Chair, and Cheryl Farabee is a new member of the committee. There will be a photographer at the conference this year, Deb Cutler. The March issue was published on time.

State Library: Jan Walsh reported that the State Library weeded 90,000 books (2 miles of shelves) from the collection. The Legislature hired a consultant to investigate whether or not the Library should be located on the Capitol Campus. She said that the Library should be online, so a Facilities Committee was formed. When the earthquake hit, plans were made to move Library staff to Tumwater in August and leave the books on floors 3-5 so that the Legislature could use the other floors of the building while the Capitol was fixed. However, on 4/3/01 the head of the Senate Budget Committee told the library staff that they must move everything out of the building in June and that access to the material is not necessary since everything should be electronic. The Library is willing to compromise, but would like support from libraries and librarians throughout the state.

MOTION: Move to direct Cindy to compose a resolution supporting the importance of continued access to the State Library's physical collection to be voted on by the membership.

President: Cindy Cunningham reported that she has finished the transitional activities, except that the Yakima conference contract hasn't been signed. She is very happy with the activities of the last year and that more people are getting involved in WLA. She hopes that the Intellectual Freedom Statement passes at the business meeting.

Gail Willis distributed the new Board Roster and asked for budget requests by next week.

Sandy Carlson, PNLA President, invited everyone to the PNLA Conference in Corvallis.

The next Board meeting will be held at the Board Retreat May 31-June 2, 2001 in Federal Way.

The meeting was adjourned at 4:00 p.m.
